Kryteria oceny wniosków
The criteria applied for the evaluation of proposals will follow from the general criteria given in the Decision on the Fifth Framework Programme, and the Rules of
Participation which are specified in more detail in the "FP5 Evaluation Manual".
The five general evaluation criteria are defined as:
- Scientific and technological (S&T) quality and innovation
- Community added value and contribution to EU policies
- Contribution to Community social objectives
- Economic development and S&T prospects
- Management and resources
In addition to these general criteria and the specific requirement for the appropriate industrial participation in IST projects, there are a number of further specific
evaluation criteria relevant to the shared-cost RTD actions defined in this workprogramme.
- Meeting of the objectives of the IST Programme and the Action Line addressed.
- Appropriate participation of relevant users or user organisations in all research and technology development, to ensure both that user-requirements are addressed
throughout a project and that the exploitation route for the results can be validated.
- A well-defined channel of communication to industrial consensus and/or standardisation frameworks, where interoperability or coherence is a goal.
- Provision, where appropriate, for addressing the economic and social issues.
- Attention to the policy and regulatory aspects of the RTD proposed.
For accompanying measures additional and/or customised evaluation criteria will be set out in specific information documents. These measures concern in
particular, assessment, user-support, first-use, best-practice and other take-up actions.
All projects will be expected to make adequate provision for participation in concertation with other projects in the same Key Action and, when appropriate,
in the framework of cross-programme themes.
Proposers are advised to refer to the appropriate sections of the "Guides for Proposers" in order that they prepare their submission in the appropriate manner.
